For example, the 2006 rate hike came from a 2003 law that created a $3.1 billion fund for who-knows-what.  Talk to Congress on that one.&lt;/p&gt;&lt;p&gt;It's tough being a business with competitors that is also a government agency not allowed to turn a profit.  Where do you think all the money goes?
